Taxis in San Clemente are under jurisdiction of the Orange County Taxi Administration Program or OCTAP, while also under the business licensing law of the San Clemente City Council and City. Rates are set by OCTAP with approval under that City organization. Maximum rates are set for metered fares. San Clemente taxi companies can use lower rates, commonly in the form of flat rates, which are set rates. While you can get a flat rate, the taxicab driver will still run the meter and is obligated to honor the lower of the two fares.
Licensing
OCTAP and the City of San Clemente are responsible for licensing of taxis. OCTAP issues the vehicle and driver permits, while the City also issues a separate driver business tax permit. Without all three, the legality of pickups are questionable.
Actual companies
There are no more than 3 or 4 companies that service the City of San Clemente. These taxi services are 18004MYTAXI, Cab Co Yellow or California Yellow Cab, 24/7 Yellow Cab, and Orange County Yellow Cab. While all service the city, none actually have an office in the City. All taxicab companies actually dispatch from a corporate location and provide orders to independent contractor taxi drivers. Taxis may or may not be in the city when you call. There are smaller companies that do work the city, but coverage will be spotty. There really is no such thing as a local company.
